Microsoft cut Claude. Uber burned its budget.
Now the CFO is calling HR.

THE SIGNAL

Microsoft cut Claude Code across Windows, Office, Outlook, Teams and Surface by June 30. Uber burned through its full 2026 AI budget before Q3. Starbucks scrapped nine months of inventory AI. Three of the best-resourced companies in the world failed at AI deployment in the same quarter. The CFO at each one noticed the same thing: nobody owned the ROI. That conversation is now moving to a different desk.

The trap most operators are falling into is treating these as technology failures. Bad model selection. Poor integration. Wrong vendor. That is what IT teams are saying right now and it is exactly wrong. Microsoft had Anthropic's best model and unlimited budget. Uber had enterprise contracts and a full engineering org. Starbucks had 18 months of runway. None of them had a governance layer that could stop a runaway deployment before it hit the P&L. That is not a tech problem. That is a people problem.

Here is what is actually happening. CFOs who survived two years of AI hype are now enforcing ROI gates on AI spend the same way they enforce gates on headcount: they need someone who can run the governance process, define what "AI-ready" means per role, set the kill criteria and own the monthly review. That person is not the CTO. It is the CHRO. Across large enterprises in Q2 2026 a quiet pattern has emerged: AI budget authority is migrating from IT to People operations. Not because CHROs asked for it. Because CFOs ran out of people to blame.

The operators who move on this now have a 12-month window before it becomes a standard org design requirement. The CHRO who builds an AI governance framework this quarter, attaches dollar metrics to it and owns the monthly AI ROI review becomes the most important voice in the next capex cycle. The CHRO who waits gets the same call Microsoft's AI team got in June.

THE MOVE:
Build the governance layer before you are handed the budget. One framework doc, one monthly review cadence, one named owner per live deployment. If you want to pressure-test it before your CFO does, book an AI HR pilot at portlev.com.

"CFOs who survived two years of AI hype are enforcing ROI gates on AI spend the same way they enforce gates on headcount. The CHRO is not getting an opportunity. The CHRO is getting the bill."
